A site receives a "good" rating when there are links or buttons to other pages on the topic.

Again, this a question of "references".  If a statement is to be believed, it must have proof; the best proof is a reference cited in which the reference has undergone the peer review process.  Other web sites with similar information, especially a web site run by a noted authority (such as information on the space program at NASA's web site) shows the information is accurate.  Additional links also show the care the author took in constructing the site, finding other pages to support his or her information.

A page with additional links is also a help to the user, making the search for more information that much easier.  No two sites are presented exactly the same regardless of how similar the topic may be.  So what one site may miss, another will cover.
